The United Nations Economic Commission for Europe (UNECE) is one of the five regional commissions under the jurisdiction of the United Nations Economic and Social Council. It comprises 56 member States and covers Europe and parts of Central Asia and North America. As a multilateral platform, UNECE facilitates greater economic integration and cooperation among its member countries and promotes sustainable development and economic prosperity through policy dialogue, negotiation of international legal instruments, development of regulations and norms, exchange and application of best practices as well as economic and technical expertise, and technical cooperation for countries with economies in transition. The SPECA MPTF was established by UNECE and ESCAP in 2024 to provide a flexible, inclusive funding mechanism for practical joint programmatic development and implementation. It aims to strengthen the broader SPECA mechanism and accelerate the achievement of its long-term objectives: facilitating economic cooperation in SPECA region (Afghanistan, Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan); creating incentives for economic development and integration; and providing a platform for cooperation on transboundary and cross-border issues to support the achievement of the SDGs.
